Dr Samter joined the Associated Anesthesiologists of the Finger Lakes in1993. He has held the position of Vice Chair, and Chairman of the Department of Anesthesia and is presently the Managing Partner of Associated Anesthesiologist of the Finger Lakes. His hospital affiliations include:

• Arnot Ogden Medical Center
• Ira Davenport Memorial Hospital

In addition, Dr. Samter provides pain management services.

Dr. Samter did a Residency in Internal Medicine with New York Medical College in New York City. He then did his Anesthesia Residency at Saint Vincent Hospital in New York City, where he served as chief resident during his final year.

Dr. Samter is board certified by the American Board of Anesthesiologists and has voluntarily re-certified twice. He is a member of the American Society of Anesthesiologists, Medical Society State of New York, and The Chemung County Medical Society.

He resides with his wife and two daughters in Elmira, NY.
